مكافآت من وزير الداخلية …؟
كشفت صحيفة «اللواء»، أمس الأربعاء، أنَّ قيمة المكافآت التي منحها وزير الداخلية بسام المولوي لعددٍ من الموظفين في الوزارة بلغت 525 مليون ليرة، كبدل أتعاب وإعراباً عن شكره لهم لما قدّموه خلال الانتخابات النيابية.
ووزّع الوزير هذه المكافآت استنسابياً، من دون الاعتماد على معايير واضحة. ووصلت بعض المكافآت إلى 140 مليون ليرة للموظّف الواحد، لكنَّ نظام الموظّفين ينصّ على أنَّ سقف المكافأة لا يجب أن يتجاوز 75% من مجموع راتب الموظَّف السنوي.
وبدورها برّرت مصادر في وزارة الداخلية هذا القرار، في اتصالٍ مع «ميغافون»، بحجّة أنَّ كلفة الانتخابات النيابيّة لم تتجاوز 20% من كلفة تنظيمها في 2018، وأنَّ فريق الوزارة أمّن الكهرباء لعمليّة الفرز بكلفة تقارب 1% من الموازنة التي قدّرتها مؤسسة كهرباء لبنان، في إشارةٍ إلى إنجازات الوزارة. وأضافت المصادر أنَّ الوزارة منحت التعويضات وفقاً لمعايير «العمل والعدالة والإنصاف»، وشدّدت على أنَّ جميع العقود المتعلّقة بالانتخابات كانت قانونيّة وتمّت مراقبتها من قبل وزارة المالية وديوان المحاسبة.

Al-Liwaa newspaper revealed on Wednesday, that Interior Minister Bassam Mawlawi granted several ministry employees bonuses whose value amounts to LBP 525 million, as compensation for their work and in thanks for the help they provided during the parliamentary elections.
The minister distributed the bonuses arbitrarily, without relying on clear criteria. Some bonuses amounted to LBP 140 million per employee, although the employees’ law stipulates that the cap for bonuses should not exceed 75% of an employee’s total monthly salary.
In a call with Megaphone, sources in the Interior Ministry justified the decision on the grounds that this year’s parliamentary elections did not exceed 20% of the cost of organizing them in 2018, and that the ministry’s team provided electricity for the sorting process at approximately 1% of the cost estimated by the Electricité du Liban, considering this an achievement. The sources added that the ministry granted compensation in accordance with standards of “work, justice and fairness”, and stressed that all contracts related to the elections were legal and reviewed by the Ministry of Finance and the Audit Bureau.
